Position Paper: Multiannual Financial Framework (MFF) 2028-2034

Background 

On 16 July 2025, the European Commission published its proposal for the next Multiannual Financial Framework (MFF) 2028-2034, the long-term budget that sets out the main priorities of the European Union (EU) and their allocated budgets for a 7-year period. 

In this joint position paper, CCI-E and SIOPE urge the EU to keep childhood cancer as a high priority in the upcoming MFF. The spotlight on childhood cancer in the current MFF has enabled life-saving progress in care, research, and survivor support.  

However, structural challenges remain that individual countries cannot tackle on their own – coordinated collective action and policy solutions at the EU level are needed to address these gaps effectively. 

This position paper describes these gaps and provides four policy recommendations to address these challenges through the MFF 2028-2034, calling to: 
  • Boost Drug Development and Access to Innovation in Childhood Cancer 
  • Implement Childhood Cancer Care Networks and Infrastructures 
  • Unlock Opportunities through Data Sharing and AI Tools 
  • Real patients, real voices: operating grants for patient organisations 

What is the MFF (Multi-annual Financial Framework)? 

The Multiannual Financial Framework (MFF) is the European Union’s long-term budget plan. It covers a period of seven years and sets out how much money the EU can spend and what its main priorities are during that time. The MFF helps make sure the EU uses its funds in a planned and balanced way, supporting areas such as health, innovation, climate action, digital economy and regional development across member countries. 

How is the MFF decided? 

First, the European Commission makes a proposal. Then, the national governments in the Council of the EU and the European Parliament discuss and negotiate the details. Once the three institutions agree, the budget plan is officially adopted.  

When is the MFF 2028-2034 expected to be adopted?  

The next Multiannual Financial Framework (MFF) for 2028–2034 is expected to be adopted by late 2027, allowing it to enter into force at the start of 2028. 

  • In July 2025: The European Commission published its official legislative proposal for the MFF 2028–2034 (including spending ceilings, major headings, and framework conditions). 
  • On the second half of 2025 and through 2026: Member States in the Council of the EU and the European Parliament will negotiate the proposal.  
  • By the end of 2027: A political agreement is expected, requiring unanimous approval by all 27 EU member states and consent from the European Parliament.
